About
Strategic Threat Analysis and Response
Our Mission
Strategic Threat Analysis and Response turns innovation into impact, increasing national competitiveness by integrating intelligence, operational and science and technological (S&T) expertise in support of LLNL’s mission.
Renewed major-power competition along with the erosion of existing norms, treaties and agreements is reshaping our approach to nuclear deterrence and sharpening our focus on space and cyber domains. We are also committed to mitigating biosecurity threats, countering threats posed by weapons of mass destruction and supporting real-world events.
Strategic Threat Analysis and Response Leadership
The Strategic Threat Analysis and Response Directorate’s Leadership team includes experts from across the Lab. With diverse technical expertise, management experience and tenure, they guide Strategic Threat Analysis and Response’s strategic direction to fulfill the Directorate’s mission.
Anup Singh is the Principal Associate Director for the Strategic Threat Analysis and Response Directorate (STAR) at Lawrence Livermore National Laboratory. He leads an organization that anticipates, analyzes, and addresses a broad range of critical national security challenges. STAR integrates the Laboratory’s unique combination of capabilities and multidisciplinary expertise to support the intelligence and nuclear threat reduction missions and delivers innovative solutions and enduring capabilities across conventional munitions, autonomous systems, missile defense, sensing systems, directed energy, space, critical infrastructure protection, cyber, and biosecurity domains.
He previously led the Engineering Directorate, an organization with responsibility for the full breadth of the Laboratory’s engineering needs, including research and development, integrated systems, and services. Before joining LLNL, he was at Sandia National Laboratories for over 24 years, where he held multiple leadership and technical positions. He has also served on numerous government review and advisory panels.
Singh also holds an appointment as Adjunct Professor at the University of Texas Medical Branch in Galveston. He is internationally recognized for his scientific leadership in microfluidics and has published more than 100 peer-reviewed publications, delivered more than 150 presentations at national and international conferences, and his inventions have led to more than 40 patents and patent applications. Many of his inventions have been licensed to companies engaged in medical diagnostics and sensor technology development.
Brad Hart serves as principal deputy for the Strategic Threat Analysis and Response Directorate. He assists the principal associate director in leading multidisciplinary teams that anticipate, analyze, and address a broad range of critical national security challenges. His responsibilities include overseeing programs supporting the intelligence and nuclear threat reduction missions and delivering innovative solutions across defense, space, critical infrastructure protection, cyber and biosecurity domains. Hart works to strengthen mission impact through strategic investment and by creating an operating model that supports both enduring and emerging mission areas.
Prior to his role as DPAD, Hart served as the Intelligence (Z) Program manager, where he led a team of intelligence professionals delivering comprehensive intelligence analysis, technical capabilities, and operational support critical to the nation's strategic priorities—from combating weapons of mass destruction to leading cybersecurity, space security, and other emergent technologies. The team provided capabilities and analysis that informed U.S. government actions.
Hart began his career in 2001 as a postdoctoral researcher at LLNL. He served as a staff scientist in the Forensic Science Center (FSC) from 2003 to 2008. In 2008, Hart left LLNL to serve as a branch chief within the Defense Intelligence Agency, where he oversaw global technical collection activities and provided intelligence capabilities in active theaters of operation. In 2011, he was awarded a National Intelligence Meritorious Unit Citation. Hart returned to LLNL, serving as the director of the FSC from 2011 to 2018.
Dennis McNabb leads the Strategic Partnership Programs Coordination Office within the Strategic Threat Analysis and Response Directorate. He manages risks associated with new efforts and provides ongoing guidance to ensure successful delivery on Laboratory commitments.
Previously, McNabb served as Global Security’s Deputy Principal Associate Director for Strategic Programs. He led the development of an integrated strategy, developed implementation plans, and ensured alignment with external sponsor priorities. He also had oversight of mission execution and technical reviews. McNabb started at LLNL as a post-doctoral researcher. He served in several applied research and development, and technical management roles. In Strategic Deterrence, he managed teams supporting hydrodynamic, subcritical, and underground experiments and guided the fundamental material science program. He also served on a detail to the National Nuclear Security Administration’s Defense Programs Science Council.
McNabb delivered the first uncertainty quantification study of a nuclear primary using Monte Carlo to propagate nuclear data uncertainties, developed a program to address fission uncertainties in predictive weapon simulations, helped develop a special nuclear material detection method, developed an international thrust to modernize nuclear databases under the Organization for Economic Cooperation and Development, and established a plasma nuclear science collaboration with Los Alamos National Laboratory and academia that performed the first nuclear science measurements at the National Ignition Facility and the Omega Laser Facility at the University of Rochester.
